How were shipyard workers exposed to asbestos?

Shipyard workers were exposed to asbestos during new construction, conversion, overhaul, and repair of vessels whose propulsion plants and compartments were insulated with asbestos throughout. Insulators cut and applied it, pipefitters and boilermakers worked on the systems it covered, welders and burners cut through it, and laborers swept it up. Exposure was heaviest during rip-out — stripping aged, dry insulation from boilers and piping inside an enclosed hull. Because the work happened in shared compartments with limited ventilation, tradespeople who never handled asbestos themselves were exposed by the trades working beside them, a pattern usually described as bystander exposure. A claim is generally reconstructed from union records, yard employment records, and the documented repair history of specific vessels.

Why Shipyards Were the Worst Case

If you or a loved one worked in a shipyard and has been diagnosed with mesothelioma, you may have a valid claim — and you may not be aware of the compensation available to your family. You don't have to sort that out alone.

If you wanted to design the worst possible setting for airborne asbestos, you'd arrive at something close to a working shipyard.

Start with the material. A steam-powered vessel is insulated throughout — boilers, turbines, miles of steam piping, evaporators, condensers — and the compartments themselves are lined with asbestos-containing bulkhead and deck materials, fireproofing, gaskets, packing, and electrical insulation. In fact, the quantity aboard a single large hull was measured in tons.

Then add the space. Ship compartments are small, enclosed, steel-walled, and ventilated mechanically or not at all. As a result, fibers released inside one do not disperse; they hang, recirculate, and settle onto every surface, to be raised again by the next person who moves through.

Then add the labor model. A yard does not send one trade into a compartment at a time. Insulators, pipefitters, welders, boilermakers, electricians, sheet-metal workers, painters, and laborers worked the same spaces simultaneously against a schedule. Keep in mind that the insulator cutting block in the corner was generating fiber for everyone in the compartment.

Finally, add the era. The federal standard now limits occupational exposure to 0.1 fiber per cubic centimeter as an eight-hour time-weighted average, with a 1.0 fiber per cubic centimeter ceiling over any 30 minutes, and shipyard employment is separately regulated. However, during the decades when most of this work was done, none of that applied. There was no containment, no monitoring, and generally no respiratory protection.

New Construction, Conversion, and Repair

The three kinds of yard work carried different exposure profiles, and identifying which one you or your family member did is a meaningful part of the history.

New construction meant installing asbestos. Insulation was cut to fit, mixed as a wet cement and troweled, applied as block and blanket, and wrapped as cloth. Note that cutting and sawing dry preformed insulation and mixing dry insulating cement both generate substantial airborne fiber. The work was steady, planned, and repeated across every hull.

Conversion and overhaul meant both directions at once — stripping existing insulation to reach the structure underneath, then reinsulating. In fact, this was generally the heaviest exposure of the three, because removal of aged, dried, friable insulation releases far more fiber than installing new material does.

Repair and voyage work was the least predictable. A repair crew opening a steam joint or replacing a section of lagging worked wherever the fault was, often in an occupied vessel, often under time pressure, and often without any of the preparation a planned overhaul would involve.

Moreover, wartime and immediate post-war construction added volume and urgency to all three. Schedule pressure did not improve work practices.

The Trades and What Each One Did

Every trade in a yard met the material differently, and those differences matter later when a claim has to connect a person to particular products.

Insulators and laggers worked with the material directly and continuously — cutting block and pipe covering to length, mixing insulating cement, applying and wiring it in place, and finishing with asbestos cloth. This is the most heavily exposed trade in the yard.

Pipefitters and steamfitters ran and repaired the systems the insulation covered. Reaching a joint meant removing lagging; finishing the job meant it went back on. Gaskets were cut from compressed asbestos sheet and old ones scraped off flange faces by hand.

Boilermakers worked inside and on boilers — retubing, refractory and brickwork, replacing manway and handhole gaskets — breaking open asbestos-containing material as a matter of routine.

Welders and burners cut and joined steel that was frequently insulated on the other side, burning through and disturbing asbestos-containing material with a torch. Welding blankets and protective cloth were themselves often asbestos.

Electricians pulled and terminated cable insulated with asbestos, and worked on switchboards, panels, and arc chutes containing it.

Sheet-metal workers, machinists, riggers, painters, and shipfitters all worked in and around the same compartments, on and adjacent to insulated systems.

Laborers and sweepers cleaned up after everyone. Dry-sweeping accumulated insulation debris in a confined compartment re-suspends settled fiber efficiently, which is why cleanup work is a genuine exposure category.

Bystander Exposure — The Trade Next to You

The single most important idea, as you assess your own shipyard history, is that asbestos exposure was not limited to the people handling asbestos.

Airborne fiber does not respect trade boundaries. A welder working a seam ten feet from an insulator cutting pipe covering breathed the same compartment air. So did the electrician pulling cable overhead, the painter waiting for access, and the laborer sweeping at the end of the shift. In legal terms this is usually called bystander exposure, and it is recognized and frequently litigated.

This matters practically because it changes who should be asking the question. Someone who says "I was a welder, not an insulator" has not ruled anything out. The relevant inquiry is which yard, which years, which vessels, and what other trades were working the same compartments during that period.

Take-Home Exposure to Families

Yard workers carried fiber home in their hair and on their clothes. Work clothes were laundered at home, shaken out before washing, and handled by whoever did the laundry — most often a spouse. Children greeted a parent still in work clothes.

This is the pathway usually called take-home or secondary exposure, and it is why mesothelioma appears in people who never set foot in a shipyard. If a family member has been diagnosed and the household included someone in the trades, the exposure history worth reconstructing may be the worker's rather than the patient's. Rebuilding a Yard Employment History

The problem is always the interval. The CDC puts the latency between first asbestos exposure and clinical disease at usually 20 to 40 years, which means the work being investigated happened before most of the records anyone still has at home.

What tends to survive and matter:

  • Union records. Local membership, dispatch and referral records, apprenticeship files, and dues history often establish both employment period and trade. For the insulating and pipe trades these are frequently the best single source.
  • Social Security earnings records. An itemized statement lists employers and years, which anchors a timeline even when nothing else has survived.
  • Yard employment records. Personnel files, badge records, and job assignments, where they still exist.
  • Vessel repair histories. Establishing which hulls were in the yard during a person's employment, and what work was performed on them.
  • Co-worker testimony. Often decisive on the questions no document answers — which trades shared which compartments, what the conditions were, and which products were in use. Names of anyone still living are worth writing down early.
  • Product identification evidence. Purchase records, specifications, and equipment lists identifying whose insulation, gaskets, packing, and equipment were used in that yard.

That last category is what turns a work history into a claim, because the defendants are product manufacturers and a claim needs to connect your own work to particular products.

Who a Claim Is Brought Against

Shipyard claims are generally brought against the companies that manufactured and supplied the asbestos-containing products used in the yard — insulation manufacturers, gasket and packing producers, and the makers of boilers, turbines, pumps, and valves that contained asbestos components. The question is what each company made, what it knew about the hazard, and what it warned.

Employment status shapes the available routes. A yard employee's claim against the employer itself is usually channeled into a workers' compensation or, for maritime employment, a federal compensation system, while the claim against product manufacturers proceeds separately as a product-liability matter. Which combination applies depends on the employer, the era, and the state.

Many of the manufacturers involved later reorganized in bankruptcy and now resolve asbestos claims through court-supervised trusts. The GAO reported in 2011 that 60 such trusts held roughly $37 billion in assets. Whether a given history supports trust claims, civil claims, or both depends on which products can be tied to which worksite — which is, again, a records question. Where That Leaves You

A yard history is rebuilt from records — union books, Social Security earnings, and the repair history of the hulls you worked. Even decades later, that paper trail is usually still there.
